    Why don’t snipers not count as down like spotters?

    Vastly different in game ‘units’.

    Firstly, snipers have their own order die that they don’t have to share with another unit.

    Secondly, a sniper’s main action requires a Fire order while a spotter’s main action is entirely passive not drawing attention to themselves.

    Note that snipers and spotters have the Infiltrator special rule.

    New players sometimes forget the additional +1 to cover saves. Provided it is not advancing or running (from an order die).
