    A KV-1 has 10 armour. Flamethrower Pen is +3.  So since it cannot be hurt, would a Regular crew have its 50% chance to ignore this low threat?  (And veterans 100% chance).   If yes, does that mean it skips the rout check normally forced by flamethrowers?

    First, you’re leaving out the +1 for flamethrowers always hitting top armour, makes it +4 total.  That can damage a 10+ damage value vehicle.

    Second, you’re conflating ignoring the pins with ignoring the mandatory morale check – the pins would affect a morale check, but ignoring those pins doesn’t suggest you get out of making the check altogether (for vehicles with Damage value 11+ or greater).

    Bolt Action 2nd Ed page 67:

    Any unit hit by a flamethrower takes 1 pin marker because it has been hit, and a further D3 pin markers to account for the unbridled terror unleashed upon it, for a total of D3+1 pin markers on the target.

     

    Page 102:

    Note that if a weapon/rule applies pin markers automatically, and/or does not have a known Pen value, then the pin markers are inflicted normally, even on veteran vehicles.

    … As another example,flamethrowers have a known Pen value, so they inflict no pins on veteran vehicles they cannot damage.

     

    The above should answer SteveT’s question on pins.
