So I’m taking that this is Epic and not 28mm…

During the AWI / American Rev.  The British army tended to pull their Grenadier Companies out of the battalions and form pure (combined) grenadier battalions (same as they did with the light companies).

So I’d go with padding to make the grenadiers a full 2 bases.

highlighted the word either – this means the first time you fire a broadside it gets the bonus the second broadside (position) to fire wont get it

GH was released during the 1st edition of Black Powder. Back then the rulebook gave skirmishers a +1 to hit modifier across the board, so the rule in GH was a varient of that.
