    Hi,

    If a charging unit fails to catch an evading unit, can it then shoot with any ranged weapons it has?

    Yes it can, if it is the closest unit. The Movement phase is part of the Command phase, which comes before the Shooting phase. The only restriction on shooting is that you cannot shoot an engaged unit.
