    When firing HE at infantry how does the PEN value work / calculate into the results of the fire action?

    Same as with any target, it’s added to the “roll to damage” to reduce the number you need to score damage (kill a man or penetrate armour for a roll on the vehicle damage results chart). Remember that a natural one always fails on a roll to hit or a roll to damage.
