Just looking the the Austrians in Clash of Eagles.  Page 67 has a small chart to determine Personal Quality Value of commanders. It also references that this is used in conjunction with 94 of the main rule book.

Problem:  this appears it might be a references to BP v.1.

    (1) So what, are Personal Quality Values?

    And

    (2) How do we know what rules in supplement were surpassed or rendered moot by version 2 of the BP rulebook?

    Thank you in advance.

Yes, it does refer to something in BP1. However, you could use the alternative rules in BP2 for Commander traits. They give an added flavour to the game, though they are not quite the same as those in version 1.

The traits were a number of options that could be given to a commander. I can’t remember them exactly, but they were basically, Aggression, Decisiveness and Independence. These each had three possibilities, which could be diced for. Obviously, they were indications of the level of each that formed a commander’s character and full explanations of each were given. BP2 has simplified them. Go to the chapter on Commanders and read up how they work and apply those instead. As I said, they don’t have as much detail but they work just as well and it can give your Army General something to do if you are using the new suggested command rules.
