US Airborne and Stubborn

Why do the US Airborne only get stubborn for the late war paratroopers (Market Garden) but the Pathfinders get it? Why do all the other armies paratroopers get stubborn (early and late war) but the US have to wait? Airborne operations for the US started in 1942.
