The reason I ask the question is that the entries for Mortars in the respective army lists within the rulebook  (p206, p224, p238, p258, p272) – state in the mortar options – Medium & Heavy mortars may add a spotter for +10pts with no restriction on troop quality.

The Rulebook p102 – In the large box titled – Spotters –If an indirect fire weapon is fired by veteran or regular crew, the crew are assumed to be able to also see whatever any spotter (or forward observer) in your force can see.

So am I right in thinking that there is nothing stopping you buying a spotter for an inexperienced mortar team but it can gain no benefit from the spotter’s line of sight.

Yes, when i remember right. Inexp. mortars or indirect weapons can´t use spotters.

But you can buy an inexp. spotter with your inexp. mortar as it seems. And use it with regular or veteran units? I dont know about that.

Nothing stops you taking a spotter with an inexperienced unit, that doesn’t change the fact that only regular and veteran units can use them for line of sight.

    PAGE 102. Spotters
    First paragraph, ADD the following:
Spotters have the Infiltrators special rule (see page 120).
Second paragraph, CHANGE the first sentence as follows:
[…] the crew are assumed to be able to also see whatever
any spotter (or forward observer) in your force can see.
Note, however, that a spotter/observer can only spot for a
single Indirect Fire weapon per game turn.
If the firing unit switches to a different spotter in a
following turn, this resets the ranging-in process, just as if
the unit had moved. This can potentially […
