Passive Rift abilities

Pardon if this has been answered before; but we just started playing and this question has brought some “”heated” discussion.

When u\you use a passive ability does it exhaust the rift die?

For instance my Schreckwulfen have a surging bonus of Increase Damage Value to 8+

Does this mean that as long as they have a surging rift die this is in effect or do they exhaust it during the turn to get the effect?

Not overly clear in the rules and differing opinions :-0!

Nope.  Its there and stops happening when you use the rift dice.
