Since most batteries in the napoleonic era included a howitzer section, this is my idea of factoring in their inclusion.

When a battery fires on a target within howitzer range, roll an extra die of a different color. On a roll of five or six, treat the first hit as a howitzer hit, for a half battery a six is required.

i understand that the ratio is appropriate for a six gun battery, the chance is a little high for an eight gun battery, so maybe require a roll of six for eight gun batteries as well.

    What do you all think

The benefit being that the Howitzer hit is -2 to the morale save of the target regardless of range. Your suggestion is an interesting one but the morale save effect is based on the fire of a whole battery of howitzers. So I am not sure I would use it. Looking at the statistics the benefit of the howitzer is within the D6 variability, which is presumably why it was ignored in RAW.
