    On page 51 it states “If a player wishes, a disordered unit can use an initiative order to make a disorderly retreat. This is exactly like an ordinary initiative order, except that the unit can only be instructed to move away from the closest enemy”.

    Does this mean you still have to be with 12″ of the enemy to carry out this move, as this is unlikely to get the unit out of the firing line.

    I would say yes, it is an initiative order and for that you need to be within 12″.  It may not get you out of range of the enemy but it does leave a space for you to move fresh troops into.
