“On p. 122, it is explained that the player who successfully rolls to hit and damage can choose which model to remove.”
That is not what it says.
It says “If the sniper successfully rolls to hit and damage, the firing player can pick the squad leader in the target unit as the casualty,” next sentence extends that to leaders of other infantry and artillery units. Exceptional damage is gone apart from that sniper ability to take out leaders.
