If my prone guys won't fit on a normal 25mm round base, usually because of a great big gun, I tend to chop a 25mm in half and add a section of similar green plastic from one of the otherwise useless 15mm Perry base sprues which came with my Napoleonics. It ends up as a pill shape but still looks like it fits in with the rest of the army.

I do much the same with prone guys (and jeeps, and Italian tankettes). The two halves of a round 25mm base grafted onto a square 25mm base, and some filler.

Probably mentioned already, but how about German Mountain troops (either SS or Heer) and German cavalry (again, either Heer or SS)?

And more plastic would be nice (having moved so often as I have, one appreciates the weight -or lack thereof- of plastics), maybe some German Paras.

German Stormtroopers would be a sweet add-on to the German line. Dressed in black and highlly trained, they were a pretty tough opponent.

50mm mortars for soviets. Fairly common but no one makes them in 28mm.

Naval infantry support weapons and helmeted variants.
