I haven't read all the supplements, so I don't know if oine of them has it, but in the main rulebook with the Roman and Celt lists, you could just use her as an Army General on chariot.

At the moment there is no profile for Boudicca (or Boadicea or however you want to spell it) as the only list for Celts is in the main WAB rulebook. However the Roman and Celt lists are supposed to be contained in the first supplement available for the new re-vamped WAB rules scheduled to be released around Easter time or thereabouts.

Wab doesn't seem to go in much for "Special Characters" in quite the same way Warhammer Fantasy does. There are a few like Arthur in the Age of Arthur book, Vlad Tepes in Vlad the Impaler and Oliver Cromwell and King Charles in ECW, but other notable historical figures like William the Conqueror and Alfred the Great don't get any special treatment. Even when there are special rules for characters they don't seem to be too far removed from the basic character class they are derived from. There may be a special profile for Boudicca but it's also just as likely there won't be. For now I'd just keep using her as a Barbarian Warlord like Dinadan suggests.

There is of course nothing to stop you and your opponent coming up with rules yourselves for, say a particular scenario or campaign.
