Intervention strategies work at school with:
accurately identified and targeted pupils, high expectations, adeqaute resources, clear success criteria and staff who know what they are doing (sprinkeled with a bit of talent).
I guess the same applies to war ;)

I used to visit Hong Kong quite a bit - not so interested now under Chinese rule, more expensive and not so interesting.

On one trip I was with some ex-British servicemen and the customs chap asked one if he had been to Hong Kong before. The answer he got back was "Son, I helped build this airport". In WW2 the Japanese used POWs to build new runways for Kai Tak airport.

But we had a good holiday there and in China, where we had more interesting adventures as well. I got to speak to a Chinese army major in French, which was our only common language, he having picked up his French when serving in Vietnam. We were given a talk by a retired Chinese general who got really enthusiastic about his days a young lad, sneaking into Japanese sleeping quarters and killing the soldiers before stealing their guns. The talk was supposed to last half an hour but went on for 2 hours before his aides gently persuaded him to stop.
