There's also the fact that commanding an ala was a huge privilege - command of an ala was the pinnacle of the military career of a member of the equestrian class - command of a Milliary Ala, in particular, was about as good a it got!

Cavalrymen were paid more than legionaries too. All of which adds up, I guess, to the Romans themselves rating the cavalry pretty highly.

Everything I've ever read about Imperial Auxillary Cavalry (say 75ad onwards) has shown (via their actions) that they were of very reasonable if not very good, quality.
