In this case it was a relatively small game with only half the clubs ECW armies being available.
A quick count up of the regiments is made: if one side appears to have significantly more than the other the scenario is usually tweaked to compensate, but not always: Sometimes you just have to fight the odds too.
I like this approach! Not to worry about points or any such!
