Yes. The broken army rule would still count, though. With smaller divisions the broken division rule will be quite a hindrance.

I've seen a lot of BP games with small Brigades and the Broken Brigade rule didn't cause any problem so I can't see why HC would be different? After all it is entirely proportionate to the size of the force involved.
